Anna Ulfsdotter Forssell, lawyer at the law firm Delphi, will chair a new government inquiry into public procurement

The government has appointed an inquiry to investigate how the legal framework governing public procurement can be made simpler and more flexible, and to examine certain questions relating to the review process. On Tuesday, July 4, it was announced that Anna Ulfsdotter Forssell, partner and lawyer at the Delphi law firm, will lead the new investigation.

– I am incredibly proud and humbled to have been appointed by the government to lead the inquiry. It is a formidable challenge. I believe simplifying the legislation and revising the rules governing reviews are the most pressing issues in the area of public procurement right now, says Anna Ulfsdotter Forssell, one of the highest ranked lawyers within this field.

As the government’s special investigator, Anna Ulfsdotter Forssell and her team will have a number of questions to consider. These include fees for public procurement reviews and whether the losing party in a review proceeding should be obliged to pay the other party’s litigation costs. The terms of reference further include an examination of the provisions governing contracts with a value below the EU public procurement thresholds and of measures that could potentially be taken to reduce the number of reviews.

The inquiry will deliver its report on June 15, 2018. Anna Ulfsdotter Forssell will also continue to work as a lawyer and to lead Delphi’s EU, competition and public procurement law group.
